The Creative team, directed by whoever is producing the match. The major eliminations probably come before that.

Well, there was that time Batista and John Cena both went over and they ended up restarting the match. That absolutely was not the plan.

I don't see that one happening. She might not want to be eliminated.
Did WWE ever take the Royal Rumble on the road for live events?
Very rarely. They did a test run before the first one in 1988 and I recall attending a Madison Square Garden house show where they did in 1994, which was won by Owen Hart. They also did one in Japan, but beyond that, I don't believe so.
Why don't they ever do a Rumble in a steel cage?
That would sort of make the eliminations a little hard, no?
