If the #1 contender for Orton's title is the guy who beat his opponent in
the shortest time, how come Cena gets the title shot? Bourne had his time beat
by about a minute.
Simply by virtue of winning, he showed he deserved the spot as potential
challenger, in the fictional universe, more than Swagger and by doing it faster
than Cena, more than him as the winner of Beat the Clock.
While you make a good point, it can easily be explained away by the fact that Bourne wasn't in competition for the title shot. He was there to be an obstacle for it.

The plan is to make the guest hosts a permanent part of the show, for as long as Vince McMahon wants it to be.

TNA doesn't classify their wrestlers as employees. In some cases, specifically top talent, they cover hotel and rental cars costs.
