WWE has gone either way in the past. In some matches, the titles were retained by the champions and in others, they did title changes, most notably the Brainbusters defeating Demolition for the WWF Tag Team championships in 1989 on Saturday Night's Main Event.
The Rockers were getting the belts because WWF had made the decision to drop Jim Neidhart from the roster. When Vince McMahon reconsidered, they decided to scrap the title change altogether. It was never acknowledged nationally.
It was just a decision to put the match on Raw, possibly so those watching the match could hear the reaction of the wrestlers once the ropes broke. I did find it surprising as WWE is known for putting commentary on old footage, even some matches that don't need new commentary tracks.
The match was always booked to be Shawn Michaels vs. Bret Hart. They moved the Intercontinental championship to Michaels when the decision was made to fire Davey Boy Smith for allegedly trying to circumvent the WWF's testing policies in 1992.
Do you think Sci-Fi might get mad at WWE for showing full episodes of ECW online, since people might not watch it on Sci-Fi when they realize they can just watch it later online?
No, WWE wouldn't have made the call to start airing the episodes online unless they have the approval of the SciFi Network, especially once a new deal was set between the two sides to continue the ECW series.
